Installing addons and mods for Garry's Mod can be confusing so below are some tips to make things a little easier. On each download page you'll find a tab with details on how to install that particular download.
To install lua files, you usually need to extract the .lua file(s) from the zip file to the lua/autorun folder in your Garry's Mod folder. You should end up with a directory structure similar to below:
Sometimes the zip you download will contain folders such as materials, models, lua, data, etc. This is an unpackaged addon. You can either make a new folder in your addons folder and then put the materials/models/etc folders inside your new addon folder, or alternatively merge those folders with the equivalent ones in your Garry's Mod folder.
I'm not familiar with DarkRP, but for all non-Workshop addons I've ever used, you put them in steamapps/common/GarrysMod/garrysmod/addons. If it is on the Workshop, just subscribe to it and it will be installed automatically.
(If the info.txt were located like: "..\tacoa.zip\win\burrito\info.txt"; you would extract the burrito folder to your "\addons\" so it created "..\garrysmod\garrysmod\addons\burrito\info.txt".If the info.txt were located such as "..tacoa.zip\addons\burrito\info.txt", you would extract all the folders in taco.zip to your "\garrysmod\garrysmod\" folder, so it created "\garrysmod\garrysmod\addons\burrito\info.txt" and whatever else.)
If you're going to make your addon public, please make sure it's unique and will add something new to Garry's Mod. Don't upload addons you didn't make, even fixed versions, without the author's consent.

Valve's post GCF games store materials, models, particles, choreography scenes and many other file types in VPK files.VPKs are also used to distribute mods via the the addoninstaller tool that ships with some games, such as Left 4 Dead 2.
Note: The vpk binary makes VPK files of version 2.0, which are not compatible with games like Left 4 Dead 2 that use an older version of the VPK format (in fact Left 4 Dead 2 will not even start if it detects an unsupported vpk). There is a Python package that can be installed with
